Payments are processed either by PayPal or BMT Micro (depending on your region of payment). These are the destinations to reach for assistance, as I do not see any payment unless it was accepted and processed on PayPal or BMTMicro side. Any payment that was processed gets the license issued on account. If the last fails or in any other non-default scenario, I get a notification e-mail from license server to resolve the issue manually. Currently, there were no reports on any transaction that has no associated license issued on account.
In short, check your mailbox for confirmation e-mail with transaction number and purchase details. unless you've got it, I can't assist in any way. If you've got it, you can reach the customer support at PayPal or BMT Micro regarding your transaction to get more information on how it goes.
All failed or rejected payments usually unblock/return funds in a couple of business days.
