The collar seems to move opposite way of the head when walking.

may be vertices there are rigged to the wrong bone? or not rigged at all (the whole collar moves and top vertices don't move at all - and it looks like they "move to the wrong side") ?

The shirt itself was rigged to another shirt, do you have any recommended fixes?

I would use "Pick from vertex" tool on Rigging->Influance->Paint tool in Preset mode to read rigging data from "good" vertex of collar . then select the problematic vertices and use "Fill selected with preset" button to put this rigging data to problematic vertices.

I have done so and the ocllar is fine now but theres these things that come out of it now, and I'm not sure what they are, I think I can identify them in user mode, but in 3d mode, nothing.
I'm not sure if this is due to my attempted fix on the collar but

you should locate the problematic vertices on a geometry and assign rigging data from neighbor "good" vertices, so they are moving together with no artifacts.
in general, you can use "next bone" and "previous bone" to skim across bones in this area and see the influence on vertices of each individual bone. you are likely to locate the mismatching affection. you can use "smooth" tool to refine bones weight affection on problematic area too. This is not something I can describe in text

Believe I fixed it! Thanks. I just polygoned out the top layer, and applied the "good" vertices to that inside part of the collar and I don't see any issues now! https://gyazo.com/469ec599a3b51ea93714b2a8efa717fe
