do you see any issue with materials if you re-import this model back into ZModeler? does it have anything unusual when you preview it in OpenIV?
Also, does this happen in game immediately or after you shot the car/glass?

may be some embedded textures you had on a file are no longer saved in a model file on export, or saved improperly, so the game rejects them.

There is no "gta_normal" shader in game. There is "normal" and some variations of this shader like "normal_spec", "normal_reflect", "normal_detail".

I can't be of much help on the subject as I never used to mod the police vehicle. I assume most of flashing settings should be configured in a metadata file, as I barely could imagine how this could be hidden inside geometry of the model itself.

the issue is not directly related to glass shattering. Some general collision logic has messed. May be something got wrong with the base collision element on "chassis" component (the most common cause). I advise to take a look whether all other collision elements on the vehicle work or not...
