No skeleton assignment. Been a good minute since I fucked with peds, can't remember the correct process.
You need to have a .global skeleton in the scene first before you import the ped though so that the mesh coming in can still retain its bone assignment and weight.

You can't do this from the model. It's done via script.

Re: 3d from zmodeler3 to gta5
The floating objects could potentially be grouped and when you reset the axis on everything you may have moved their axis, which would cause them to appear far away from where they need to be. Ungroup them if they are and reset their individual axis to parent using the tool mentioned by Oleg, then r...

Re: problem when making animals big. the animal sinks into the ground
The root of the skeleton needs to move with the animal. If you don't move the root, it remains at the same height, forcing the larger animal into the ground.

Re: Questions about the production of NON ELS alarm lights
I'm not following. Texture should be simple, as small as possible (512x512 or less), and then you map the light mesh onto it. Do you mean scaling the mesh itself? That's up to you and directly correlates to the carcols sirens entry for the vehicle and what the scale is defined as in that document. T...

Re: Tint Windows
Vertex paint on channel A. Make sure vertex can take paint, black for no tint, white for max tint, find a middle ground. Paint the glass vertices. Also make sure your KIT entry in the vehicle's carvariations meta entry has a working kit #. You can even use 0_default_kit or 0_hiend_kit (look those up...

Group your objects in the hierarchy. Not every piece added to a vehicle needs to be it's own single element.

Re: Is there a way to keep the car lights from breaking in a collision or getting hit by bullets?
Separate the dummy from the light glass and change the glass to bullet proof?
The dummy breaks with chassis collision, so if the glass is embedded in the dummy, it will break no matter what.

Making Extras Fall Off
Is there a flag for this in user-defined options? I'm building a new fleet of police vehicles and I'd like to set it up so that things like the ALPR's / Main lightbar / Pushbar etc fall off after a heavy enough impact. FLAG_EXTRAS_STRONG is enabled for interior extras, but is there a way to force th...

Could just be a bad crunch job on the polys making it so that no matter how you adjust the normals on those vertices, you're going to get bulging and bumps.
Have you tried the Smoothing normals tool?

Visibility of environmental light cast is not a LOD thing, it's a visuals thing and can be edited out to around 1000 units max.

Re: harsh line in strong lighting
Calculate and smooth normals on bodyshell and bumper_r? Maybe boot too if it's part of the line. Might help.
Careful not to do it on doors or chassis as it will fuck your mirror reflections and you'll have to redo them.

Roof / Hood / Trunk need to be re-mapped (edit uv) into a blank/transparent place on the livery.
Interior panels/seats/etc need to have materials adjusted/remapped as well.

Re: Cloth issue
Your cloth vertices at the top where the cloth physics start are not weighted properly.
Deleting the spine collision was a bad move, you need it to keep the cloth material from clipping into the body.
