Enviroment reflecting from siren emissive

These two pictures are of the same light. As you can see, the siren emissive becomes a mirror at a certain angle. How do I undo this?

I noticed that the specmap was a missing texture, so I added the same texture that I use for the siren emissive.
As a result, it no longer reflects on one angle, but simply displays the dark texture over the emissive.

That texture is fully opaque. Could that be the problem?

specular's green channel is reflection strength; specular's red channel is used for specular shininess. So, if you need specular shininess and low reflection, use dark-red specular texture. specular + environment reflection will require you to use red+green (yellow) texture. I can't remind what blue channel is used for, probably for some wetness mask or some other game-specific task.
