basically im trying to port a model to gta v as a peds but the finger don't match up with the gta v skeleton
is there a way to modify the gta v finger bone to the peds and export it out?

the best option would be to load rigged model with original skeleton into ZModeler if possible. Given that, you can switch this skeleton to "animation" mode and adjust bones position to match GTA skeleton. The rigged mesh will rig the same way and match GTA skeleton. Then use Rigging\Skeleton\Unbind tool to unbind skeleton and "record" rigged position onto the mesh as rest-pose. From this moment on, you can use game skeleton like the native one.
I doubt altering original game skeleton to match your geometry will give good result in game, as the animation in game is already made for default skeleton pose. On the other side, if you were going to rig vertices to skeleton bones manually, you can proceed and alter default model's skeleton. In such a case you will need to export this modified skeleton into .yft file in "Skeleton only" mode. Check this video guide on youtube - the video shows alternation of original ped's skeleton.
