I remember this vaguely being possibly in GTA IV by vertex coloring, but I might be wrong.
What I want for example is a normal glass texture which has a purple-ish (or yellow-ish) tint when light/sun/whatever shines onto it. So I can to some degree simulate this appearance:

try changing specular color of material, if I'm not mistaken, the game uses entire color r.g.b values in lighting formula. specular texture is used as red channel (shininess), green channel (reflection strength) and blue channel separately, so you can't later highlight color with texture.

properties of material in top group (basic parameters: color), change "Specular" color there and test in game.
