i been tryna renew my license for the past 2 hours. my payment is stack on pending then it refunds the money. wat goin on?

There is nothing I can say on this, transactions are all going well as far as I see. You pick the license of your choice on "Buy license" page, press BuyNow button, complete payment at PayPal website and license is issued in a minute or two. The transaction will not complete and license will not get issued if you pick any other payment method than PayPal balance or debit card.
