Hello. There might be an issue with ZModeler hardware and DX11 requirements that your laptop does not met. Specify your account name and the platform ID you have a problem with.
In most of cases, web account should allow to add the platform ID. The only stop-condition is the banned platform ID (e.g. a claim filled by the user after using the paid license).

I have sent a request to BMT Micro to refund your transaction. It usually takes 1-2 days for them to process the refund and 3-4 days more for the funds to be credited. Your paid license is voided now, but you can still use the trial license if needed.

this has effect in ZModeler only. Most of material settings are not stored inside .yft file.

GTA shader has no texture addressing settings, it is always in clamp mode. you can't change this.

Do you have "Skeletal" option toggled on export? The first in-game shot (with wheels misplaced) looks like an export of "police_hi.yft" file only, when "police.yft" was left unchanged. Parts misplacement should certainly be not the case on export. Collision can suffer, ...
